2024 Resident Survey 

You are invited to help shape the 2026-2030 Strategic Plan and future business plans and budgets by participating in the 2024 Resident Survey

The 2021-2025 Strategic Priorities Plan is nearing its conclusion. The 2024 Municipal Election will see the election of a new Mayor and a new Regional Council. A new 2026-2030 Strategic Plan will be developed to reflect the direction for the municipality for the term of the new Council. The 2024 Resident Survey provides an opportunity for residents to provide input to this process. The goal for this survey is to understand resident priorities and satisfaction with municipal programs and services and where residents would like to see investments made. Your input is valued!

INVITATION-BASED SURVEY 
From August 23 – September 22, residents in randomly-selected households across the municipality will receive an invitation letter inviting them to participate. Residents can complete the survey online (preferred), by phone or by mail (by requesting a copy of the survey to be mailed to them).  

OPEN SURVEY
We recognize that using an invitation-based survey approach means that some people are excluded from participating. If you did not receive an invitation letter asking you to participate, you can still complete the survey. From September 23 – October 11, the same survey will be made available in an ONLINE ONLY format to all residents of the municipality, via a link on this page. Results will be compiled separately from the invitation results.

Past Surveys

2022 Municipal Services Survey

The 2022 Municipal Services Survey was conducted between September 12 and September 29, 2022. The survey was available online and in a paper-based format to all municipal residents.

There were 4,030 responses to the survey. Results were provided to Regional Council on Tuesday, November 22, 2022. The report can be found here.

The results of the Municipal Services Survey are intended to inform the 2023/24 business planning and budgeting process.

The survey focused on residents’ satisfaction with municipal services, where residents would like to see investments in municipal services and programs, and included a section on HalifACT, the municipality’s Climate Action Plan.

The Municipal Services Survey is conducted every two years, alternating with the more detailed and in-depth Resident Survey. The 2022 Municipal Services Survey is an abbreviated version of the 2021 Resident Survey and is intended to be a "pulse survey" to supplement the more rigorous Resident Survey, at a lower cost.

2021 Citizen Survey

2021 Resident Survey

The 2021 Resident Survey was conducted between September 1 - 24, 2021. Invitations to participate were sent to randomly selected households across the municipality. The resident survey is an engagement tool used to gather information from a diverse range of municipal residents about their priorities, service experience, and expectations. The results of the survey will guide strategic and business planning and budgeting decisions and provide Regional Council and administration with valuable insight into what matters most to residents.

There were 1,766 responses to the survey. Results were provided to Regional Council on November 23, 2021.

2020 Municipal Budget Survey

The 2020 Municipal Budget Survey was conducted between November 5 and December 14, 2020. The survey was available online to all HRM residents and was intended to inform the 2021/22 business planning and budgeting process.

The survey asked residents about their priorities and expectations, their experiences with the municipality, and their satisfaction with the services provided.

2019 Citizen Survey

The 2020/21 Shape Your Budget (SYB) citizen engagement was conducted in September 2019 and included visiting community groups and hosting a series of pop-up sessions at various locations around the municipality. Participants were asked to complete a survey about their satisfaction with municipal services, their priorities, and preferences for service levels. The survey was available to all residents, not just those who attended a pop-up event.

The survey had 1,078 respondents. Results were provided to Regional Council on Tuesday, Oct. 29, 2019.
