The 2016 Employment Systems Review (ESR), completed by Turner Consulting Group, included a thorough analysis and review of the municipality's Operations Programs business unit's employment policies and practices. The goal was to identify and make recommendations for the elimination of systemic, cultural and attitudinal barriers to a diverse workforce and inclusive work environment.
