Illegally Parked Vehicles on Private Property
If a vehicle is illegally parked on private property that you own or manage, please report it to 311 to have Parking Enforcement dispatched to ticket the vehicle. If you wish for the vehicle to be towed, you must wait one hour after an HRM parking ticket has been issued before the vehicle can be towed.
If illegally parked vehicles become a recurring issue on a property you own or manage, you can apply to be appointed as a Special Constable which will allow you to issue HRM parking tickets on private property.
How to Apply
1. Please review the eligibility requirements.
2. Complete the application form. Include the following supporting documentation:
- current full-face photo of the applicant
- government issued photo identification with date of birth
- work visa, immigration papers, or Canadian citizenship papers
3. Complete the property information form.
Completed applications can be dropped off at a Customer Service Centre or mailed to the address below.
Application processing takes approximately 4-6 weeks with the Department of Justice. You will be notified of your application results by mail. If approved, you will be contacted by the municipality to schedule training. If you require further information, please contact parktick@halifax.ca.
Renewals
If your Special Constable appointment will soon expire and you wish to continue issuing HRM parking tickets, please complete and submit a renewal application form for consideration one month prior to your expiry. Completed renewal applications can be dropped off at a Customer Service Centre or mailed to the address below.
Revocations
If you leave your employment or no longer require your Special Constable appointment, please complete and submit the request for revocation form received with your appointment package and return your ID card. ID cards and requests for revocation can be dropped off at a Customer Service Centre or mailed to the address below.
