Parking permit types
The municipality offers several different types of parking permits providing improved access to on-street parking to meet a diversity of community requirements. By-law P-1200 "Respecting On-Street Parking Permits" outlines the availability of the below permit types.
A reminder during the winter months: no parking permit offered by the municipality exempts a vehicle from parking on-street for more than 24 hours, obstructing snow removal, or any temporary signage installed as a result of snow clearing efforts. Vehicles can be ticketed or towed, at any time, if their vehicle is interfering with snow clearing operations as outlined in Section 139 of the Nova Scotia Motor Vehicle Act.
- Annual Resident Parking Permit
Who is eligible for an Annual Resident Parking Permit?
This permit is available to anyone residing in their designated zone in a property with no more than four (4) dwelling units. A property is defined using the boundaries of the associated parcel (PID). A maximum of two (2) permits may be issued per dwelling unit, and each permit is linked to a single vehicle. All permits expire one (1) calendar year after date of issue. You can apply online or from any Customer Service Centre.
First permit - $75/year
Second permit - $175/year
What do I need to apply?To apply for an Annual Resident Parking Permit you must provide the following:
- Completed online application or submitted in person at a Customer Service Centre
- Proof of your residential address dated within 30 days from the date of application (EG: Utility bill, bank statement, government letter). Note: HRM property tax bills are not accepted as proof of address for parking permit applications
- Valid Vehicle Permit
- If the vehicle is registered under another name than the applicant’s, the application will also require a short letter signed by the registered vehicle owner stating permission to add the vehicle to the applicant's parking permit
Where does my Annual Resident Parking Permit allow me to park?
You are permitted to park in your zone at the following signage erected by the Traffic Authority:
- permitting one hour parking;
- permitting two hour parking;
- permitting three hour parking;
- prohibiting parking for an hour in the morning or the afternoon (EG: No Parking 10AM-11AM);
- prohibiting parking for an hour in both the morning and afternoon (EG: No Parking 10AM-11AM or 2PM-3PM);
- prohibiting parking except by permit (EG: No Parking Except by Permit)
Will this permit guarantee me a parking spot?
No. A permit allows the opportunity to park, but it does not guarantee a parking spot.
In which areas or situations is my Annual Resident Parking Permit not valid or applicable?
Parking permits do not exempt from paid parking zones, No Stopping signs, Street Cleaning signs, winter parking bans, parking over 24 hours, or any other signage aside from that mentioned above.
- Temporary Resident Parking Permit
Who is eligible for a Temporary Resident Parking Permit?
If your private driveway is temporarily blocked by municipal works, as determined by the Construction Inspector, you will be eligible for a Temporary Resident Parking Permit. There is no fee associated with this permit, and they are available solely at the Inspector’s discretion.
- Visitor Parking Permit
Who is eligible for a Visitor Parking Permit?
This permit is available to any individual. Permits are pay-per-use and are offered for a one (1), two (2), or seven (7) day period. Each permit is linked to a single vehicle. Permits can be purchased up to 14 days ahead of time and will expire at 11:59PM on the designated expiry date. Visitor permits can be obtained online or from any Customer Service Centre.
Visitor parking permits can be used in any permit parking zone number. Please see the zone map.

- Monthly Commuter Parking Permit
Who is eligible for a Monthly Commuter Parking Permit?
This permit is available to any individual. Permits are sold on a first-come, first-served basis and exempt from "No Parking Except by Permit" signs on the street for which the permit is issued. The permit can be linked to two (2) vehicles, but only one (1) vehicle can be parked using the permit at a given time. Only one commuter permit may be issued per applicant per month.
Monthly commuter parking permits are active from the first to the last day of each month, and permits for the following month go on sale at 7AM on the 15th of the current month (or the next business day if the 15th is a weekend/holiday). EG: March permits become available for purchase beginning on February 15th.
The cost of a monthly permit depends on the zone:

Where is commuter parking available? (MAP)
Will this permit guarantee me a parking spot?
No. Parking Services staff regularly review inventory and potential disruptions so permit holders can be reasonably confident they will get a spot, but a permit does not guarantee parking.

Who is eligible for a Student Monthly Commuter Parking Permit?
This Monthly Commuter Parking Permit is available to any currently registered student. EG: DAL, Kings, MSVU, NSCAD, NSCC, SMU, etc. Student Commuter Parking Permits are only available online.

The by-law only applies in areas where signs are in place to restrict on-street parking. It does not mean that drivers need a parking permit to park on every street. Depending on the street, there may be no signs requiring any type of permit.
As a reminder: the parking permits mentioned above do not exempt from paid parking zones, No Stopping or street cleaning signage, winter parking regulations, or parking over 24 hours. Please carefully review the details of your parking permit prior to parking.

- How do I purchase a permit?

You can purchase an Annual Resident Parking Permit or a Visitor Parking Permit by applying online or from any Customer Service Centre. Monthly Commuter Parking Permits and Student Commuter Parking Permits are available online only.
- When do Monthly Commuter and Student Commuter Parking Permits go on sale?

- If I apply online, how will I know if my application is approved?

Monthly Commuter Parking Permits and Visitor Parking Permits are immediately approved upon purchase.
Student Commuter Parking Permit and Annual Resident Parking Permit applications will be reviewed and processed within five (5) business days after submitting. Once processed, you will receive an e-mail informing you of the application result. Do not park until you have received approval to do so.
- Do I need to display my parking permit?

Our permit parking system uses a digital permit that is linked to your vehicle's license plate(s). There is no permit card that needs to be displayed.
- Where am I permitted to park with my permit?

Parking permits are non-refundable. The cost of the permit shall not be refunded nor applied on a pro-rata basis regardless of whether it has become active.

Halifax Regional Municipality treats license plate data with the utmost security. The municipality takes a number of steps to protect license plate data and requires that subcontractors who hold or process the data take protective steps, too. Those steps include restricting access to information to authorized personnel, data encryption, secure storage protocols, and regular audits.
In accordance with Section 485 of the Municipal Government Act, SNS 1998, c 18, the personal information collected to administer this program will only be used by municipal staff and, if necessary, individuals and/or organizations under service contract with the municipality for purposes relating to parking services.
