11.1.1 Interim Community Museums Grant Program - Recommended Awards Fiscal Year 2020, Program Update, and Proposed Amendments to Administrative Order 2018-010-ADM, Respecting Interim Grants to Community Museums [PDF]
Motion:
That Halifax Regional Council:
1. Adopt amendments to Administrative Order 2018-010-ADM Respecting Interim Grants to
Community Museums, as set out in Attachment 1 of the staff report dated June 22, 2020 to extend the term of the Community Museums Grant Program and increase the maximum Operating Grant threshold, broaden the scope of eligible Project Grants, and to remove reference to “accredited” museums;
2. Direct the Chief Administrative Officer to draft proposed amendments to Administrative Order 2018-010-ADM Respecting Interim Grants to Community Museums with respect to the addition of a Capital Grant award category commencing in fiscal year 2021 and submit a Supplementary Recommendation Report to Regional Council to include feedback from program participants;
Contingent upon the amendments to Administrative Order 2018-010-ADM proposed under
Recommendation 1, it is further recommended that Halifax Regional Council:
3. Approve twelve (12) multi-year Operating Grants at a combined total cost of $119,000 to March 31,
2023 as set out in Table 1 of the staff report dated June 22, 2020;
4. Approve the addition of the Sheet Harbour and Area Heritage Society to the program and a multiyear
Operating Grant in the amount of $3,000 per annum to March 31, 2023 as set out in Table 2
of the staff report dated June 22, 2020;
5. Approve a one-time Project Grant in the amount of $5,000 to the Lake Charlotte Heritage Society;
and
6. In accordance with the COVID-19 Administrative Order, award grants without a recommendation
from the Grants Committee.

11.1.2 Community Grants Program 2020 - Referrals (Supplementary Report) [PDF]
Motion:
That Halifax Regional Council:
1. Suspend the Rules of Procedure under Administrative Order One of the Procedures of the Council Administrative Order under Schedule 2 the Audit and Finance Standing Committee Terms of Reference; 
2. Approve a grant of $2,000 to the Dartmouth Dragon Boat Association towards the purchase of equipment; and 
3. Approve a conditional capital grant in the amount of $25,000 to the Sheet Harbour Chamber of Commerce towards the construction and installation of floating docks from Operating Account M311-8004 Community Grants. 

11.1.3 2020-21 Budgets and Business Plans for Area-rated Services and Proposed Amendments to Administrative Order 2018-003-ADM, Respecting Private Road Maintenance [PDF]
Motion:
That Halifax Regional Council:
1. Approve the attached Resolution to Approve Area Rates and Uniform Charges for fiscal 2020/2021
(Appendix A), Schedule of Area Tax Rates (Appendix B), and Budgeted Revenues (Appendix C) of the staff report dated June 5, 2020.
2. Amend item 1 of the resolution of May 21, 2019 to extend the allocation date for the financial support
for the recapitalization of the Hammonds Plains Community Centre from March 31, 2021 to September
30, 2023.
3. Amend the resolution of May 23, 2017 on the Area Rate Fee for Three Brooks Homeowner’s
Association to replace the map dated September 14, 2012, with the revised map date June 15, 2020,
as per Appendix G.
4. Adopt the amendments to Schedule 6 of Administrative Order 2018-003-ADM, Respecting Private
Road Maintenance, as set out in Appendix H of the staff report dated June 5, 2020, to replace the typo of “amp” with the word “map”.
5. Adopt the amendment to Schedule 18 of Administrative Order 2018-003-ADM, Respecting Private
Road Maintenance, as set out in Appendix H of the staff report dated June 5, 2020, to replace the map date of Jan 14, 2019, with the correct date of March 5, 2019.
6. In accordance with section 16 of the Private Road Maintenance Cost Recovery Administrative Order,
waive the requirement for a meeting of the property owners for the Gill Cove Road Maintenance
Homeowners Association.

11.1.4 Budget Increase to Mackintosh Depot Replacement Account - CB000089 [PDF]
Motion:
That Halifax Regional Council:
1. Approve an unbudgeted withdrawal in the amount of $3,500,000 (net HST included) from the Capital Fund Reserve, Q526;
2. Increase the multi-year funding for Project Number CB000089 – Mackintosh Depot Replacement by $3,500,000 (net HST Included) in fiscal year 2022/23 as outlined in the Financial section of the staff report dated July 17, 2020.
3. Increase Purchase Order No. 2070799716 by $181,970 (net HST included) for EXP Services Inc. from Project No. CB000089 – Mackintosh Depot Replacement as outlined in the Financial Implications section of the staff report dated July 17, 2020.

That Halifax Regional Council set a date for a public hearing to consider the sale of 948 Pockwock Road, Upper Hammonds Plains, identified as PID 00424358, to the Upper Hammonds Plains Community Development Association as per the terms and conditions outlined in Table 1 of the staff report dated July 15, 2020.

That Halifax Regional Council give First Reading to proposed By-law P-508, Respecting Parking Meters for the Regulation of Parking of Vehicles Left Standing in the Halifax Regional Municipality, set out as Attachment B of the staff report dated July 16, 2020, the purpose of which is to:
(a)   amend section 17 of By-law P-500, the Parking Meter By-law; and
(b)  amend By-Law P-507 to correct a typo.

That Halifax Regional Council give First Reading to By-law T-1004, Respecting the Regulation of Taxis, Accessible Taxis and Limousines, the purpose of which is to amend By-law T-1000, the Halifax Regional Municipality Taxi and Limousine By-law as set out in Attachment 2 of the staff report dated July 10, 2020.

11.1.11 Volunteer Search and Rescue Grants Program – Recommended Awards Fiscal Year 2020[PDF]
Motion:
That Halifax Regional Council: 
1. Approve four (4) Operating Grants as described in the Discussion section of the staff report dated July 8, 2020 for a combined total of $133,508 from Operating Account C801-8004; 
2. Approve a Capital Grant in the amount of $7,792 to the Sheet Harbour and Area Ground Search and Rescue from Operating Account C801-8004; and 
3. In accordance with the Covid-19 Administrative Order, award the grants without a recommendation from the Grants Committee. 

11.1.12 Mandatory Education and Supplementary Education Funding [PDF]
Motion:
That Halifax Regional Council authorize the Chief Administrative Officer:
1. to engage in conversations with the Provincial Departments of Education and Early Childhood Development, Municipal Affairs and Housing with the objective of having the mandatory education contribution policy reviewed, and
2. to only begin to pay 100% of supplementary education funding upon Halifax Regional Center of Education’s (HRCE) provision of a plan satisfactory to the Chief Administrative Officer of how they intend to deliver the fine arts program that is paid for by HRM during COVID pandemic.

That Halifax Regional Council:
1. Give First Reading to proposed By-law G-200, Respecting Grade Alteration and Stormwater Management Associated with Land Development, as set out in Attachment A of the staff report dated July 10, 2020, the purpose of which is to set out grade alteration standards for the Municipality and to replace the following By-laws:
a) former Town of Bedford By-law 23290, Respecting the Movement of Topsoil, the Movement of Earth and the Alteration of the Grade of Land, 
b) Halifax County Municipality By-law 40, Respecting the Regulations and Controls of the Removal and Movement of Topsoil and Earth and the Alteration of the Grade of the Land, and
c) Halifax County Municipality By-law 41, Respecting Gravel Pits and Excavations;

That Halifax Regional Council pledge up to $200,000 toward Beirut explosion assistance and direct the Chief Administrative Officer to work with the Lebanese Community and/or Honorary Consul for Lebanon to determine the best use of funds and return to Council with a recommendation and a source of funds.

11.4.2 Councillor Hendsbee - By-law C-1000, Respecting Charges for the Resolution of Inadequate Water Supply [PDF]

That Halifax Regional Council request a staff report proposing amendments to By-Law C-1000, Respecting Financing and Charges for Homeowners to Resolve Inadequate On-Site Water Supply to include other property types pursuant to Section 4 of the By-law.

12.1 Councillor Mancini - Right-of-Way Wildflower Pilot Project

Motion:
That Halifax Regional Council request a staff report to outline the costs and benefits of a pilot project to replace grass with wildflowers in the Right-of-Way at Akerley Boulevard. 

12.2 Councillor Mason – Review of enforcement delivery and role of police agencies in HRM [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to outline a process and timeline for a broad review of policing and public safety, which shall examine the potential for shifting or creating programs for civilian delivery of non-core police functions. This review shall include but not limited to traffic enforcement, public safety, community standards, mental health, and municipal enforcement functions, and will include a plan for engaging with the public, stakeholders, subject matter experts and, subject to their agreement, participation of the Board of Police Commissioners.

12.3 Councillor Zurawski 
Motion:
That Halifax Regional Council move a motion that, for clarity for staff and certainty for the public, Council makes clear that the full working outline as represented on Map 11, including the western lands to Cox Lake represents Council’s ideal or aspirational vision for the future Blue Mountain Birch Cove Lake park, and not the outdated, truncated and obsolete park outline derived from the 2006 environmental assessment for highway 113. And that this clarification be represented on the www.halifax.ca web site and reflected in the upcoming staff report on park planning.

12.4 Councillor Cleary 
Motion:
That Halifax Regional Council request a report on an appointment process that would require the Chief Administrative Officer to bring up to three officials of the municipality who are qualified to serve as the Municipal Traffic Authority to the Transportation Standing Committee to interview and consider. The Transportation Standing Committee will then make a recommendation to Council for approval on its appointment under section 86(6) of the Motor Vehicle Act.

Motion:
That Halifax Regional Council request the Mayor send a formal invitation to the Minister and Deputy Minister of Nova Scotia Transportation & Infrastructure Renewal to meet with the Mayor, Chief Administrative, and other staff as necessary, to begin discussions for additional authority under provincial legislation that would help Halifax achieve its goals for road safety, recognizing that Halifax Regional Municipality is different and has different staff expertise when compared to other municipalities and the Province.
