9.2.1 Discussion on Active-Transport Issues Surrounding E-Scooters and E-Bikes – Hugh Millward

Motion:
That the Active Transportation Advisory Committee recommended that the Transportation Standing Committee direct the Chief Administrative Officer to prepare a staff report(s) on the potential regulation of e-scooters, including:
1. 20 km/h maximum speed for e-scooters on all infrastructure;
2. E-scooters rentals must be returned to designated docking areas (verified by GPS);
3. Stricter enforcement of 20 km/h speed limit on MUPs, for all modes;
4. One-way bike lanes being a minimum 3 metres wide, and bi-directional 4.5 metres wide;
5. Stricter enforcement of helmet requirements for all modes; and
6. Bell or horn requirements on e-scooters, e-bikes and standard bikes.
