15.1.1. Proposed Amendments to Administrative Order 2021-004-GOV, Respecting The African Descent Advisory Committee and Administrative Order 2019-004-GOV, Respecting The Women’s Advisory Committee – Councillor Appointments [PDF]
Motion:
That Halifax Regional Council:

1. Adopt the amendments to Administrative Order 2019-004-GOV, Respecting the Women’s Advisory Committee as outlined in Attachment 1 to the staff report dated March 25, 2023
 
2. Adopt the amendments to Administrative Order 2021-004-GOV African Descent Advisory Committee as outlined in Attachment 2 to the staff report dated March 25, 2023. 

Contingent on recommendations 1 and 2 being approved, it is further recommended:

That Halifax Regional Council suspend the rules of procedure under Schedule 6 of Administrative Order One, Executive Standing Committee Terms of Reference requiring the Executive Standing Committee to review the nominations outlined in the staff report dated March 25, 2023 and:

3. a. Appoint one (1) member of Council to the Women’s Advisory Committee, for a term to the end of the Council term; and

b. Appoint one (1) member to the African Descent Advisory Committee, for a term to the end of the Council term.

15.1.2 Revitalization of the Sackville Sports Stadium* [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to add the revitalization of the Sackville Sports Stadium (SSS) to the 10-year Capital plan for consideration starting in fiscal year 2027/28 and have a formal revitalization plan drafted with a focus on public safety, accessibility and inclusivity with the following to be explored within the scope of work:

a) Public space and parking lot improvements;  
b) Redesign of change rooms and public washrooms;
c) The creation of a primary, centralized entrance to the facility;
d) The addition of an indoor walking track;
e) The addition of a full size gymnasium;
f) The development of a greenspace and water access to First Lake, including a floating dock and boat access;
g) Identification of funding from other orders of government and other sources.

15.1.3 Proposed Amendments to Administrative Order 16, Respecting Fees For The Use of Solid Waste Management Facilities - Tip Fee Increases - Commercial Compost [PDF]
Motion:
That Halifax Regional Council adopt the amendments to Administrative Order 16, the Solid Waste Fees Administrative Order, as set out in Attachment B of the staff report dated April 26, 2023, with an effective date of July 1, 2023.

15.1.4 Case 24276: Incentive or Bonus Zoning Agreement - 1266 Barrington Street, Halifax (Waverley Inn) [PDF]
Motion:
That Halifax Regional Council adopt and authorize the Mayor and Clerk to enter into and execute the Incentive or Bonus Zoning Agreement, which shall substantially be the same form as set out in Attachment 2 of the staff report dated April 27, 2023 for the ten-storey, mixed-use development at 1266 Barrington Street, Halifax.
 
15.1.5 Case 24663: Repealing the Downtown Halifax Secondary Municipal Planning Strategy and Land Use By-law and Including the Downtown Halifax Transition Sites in the Regional Centre Secondary Municipal Planning Strategy and Land Use By-law [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:

1. Initiate a process to consider amendments to the Regional Centre Secondary Municipal Planning Strategy and Land Use By-law, and the repeal of the Downtown Halifax Secondary Municipal Planning Strategy and Land Use By-law to fully consolidate the Downtown Halifax Plan Area into Regional Centre Plan Area and to address the housekeeping matters that may be identified; and

2. Follow the public participation program for the Secondary Municipal Planning Strategy and related Land Use By-law amendments as set out in the Community Engagement Section of the staff report dated April 27, 2023.

15.1.6 Case 2023-00455 (previously referenced as Case 24559): Municipal Planning Strategy and Land Use By-law amendments for 205 Bedford Highway, Halifax [PDF]
Motion:
That Halifax Regional Council:

1. Initiate a process to consider site-specific amendments to the Halifax Municipal Planning Strategy and Halifax Mainland Land Use By-law to change the incentive or bonus zoning requirements for an approved development at 205 Bedford Highway, Halifax.

2. Follow the public participation program outlined in the Community Engagement section of the staff report dated April 27, 2023.

15.1.7 Autoport Avenue, Eastern Passage - Declaration of Surplus Real Property - Administrative Order 50 – Supplementary Report* [PDF]

That Halifax Regional Council declare a portion of Autoport Avenue, Eastern Passage (PID #40950438), as identified in Attachment A of the staff report dated April 28, 2023, as surplus to municipal requirements; and categorize as Extraordinary pursuant to Administrative Order Number 50 Respecting the Disposal of Surplus Real Property.

Initiate a process to amend the Regional Municipal Planning Strategy and all applicable secondary municipal planning strategies and land-use by-laws to create an Inclusionary Zoning Program for HRM, consistent with the proposed policy direction outlined within the Discussion section of the staff report dated May 1, 2023; and

2. Follow the public participation program as set out in the Community Engagement section of the staff report dated May 1, 2023.

15.1.9 Proposed Amendment to Administrative Order 15, Respecting License, Permit and Processing Fees – Parking Rates - 2023/24 Budget [PDF]

That Halifax Regional Council adopt the amendments to Administrative Order 15, the License, Permits and Process Fees Administrative Order, as set out in Attachment A to the staff report dated May 2, 2023.

15.1.10 Case 24509:  Beechville Community Planning Phase 1 - Amendments to the Timberlea/Lakeside/Beechville Municipal Planning Strategy and Land Use By-law* [PDF]

That Halifax Regional Council give First Reading to consider the proposed amendments to the Secondary Municipal Planning Strategy and the Land Use By-law for Timberlea/Lakeside/Beechville as set out in Attachments A and B of the staff report dated April 28, 2023, to:

a. Rezone I-1 (Light Industrial) properties along the south side of St. Margarets Bay Road in Beechville to C-1 (Local Commercial) as identified on Schedule A of the staff report dated April 28, 2023; 

b. Permit the continued use and expansion of boat building operations at 1248 St. Margarets Bay Road without requiring a development agreement, and

c. Create a Beechville Comprehensive Development District Zone that requires a master planning process by creating site-specific development agreement criteria informed by community goals and objectives, and apply it to the properties identified on Schedule B of the staff report dated April 28, 2023.

2. Lakeside, as per Map 1 of the staff report dated May 3, 2023, and authorize staff to install and relocate community signs as identified on Map 2 of the staff report dated May 3, 2023;

3. Halifax, as per Map 1 of the staff report dated May 3, 2023, and authorize staff to relocate the community signs as identified on Map 2 of the staff report dated May 3, 2023; and

4. Goodwood, as per Map 1 of the staff report dated May 3, 2023, and authorize staff to relocate the community sign as identified on Map 2 of the staff report dated May 3, 2023.

Motion:
That Halifax Regional Council maintain the current enforcement mechanism for excessive vehicle noise through the Noise By-law and Motor Vehicle Act.
 

15.2 COMMUNITY PLANNING & ECONOMIC DEVELOPMENT STANDING COMMITTEE

Motion:
That Halifax Regional Council:

1. Adopt the Rehab Lands Park Plan as a guiding document for future improvements to 255 Bissett Road;

2. Approve a dedicated off-leash dog area, as identified on Map 6 of the Rehab Lands Park Plan, to be incorporated and subsequently designated as part of the development of park facilities upon the Rehab Lands; and

3. Not refer the potentially surplus lands, which have been identified as surplus in Attachment A Site Plan, to the disposal process set forth in Administrative Order Number 50 Respecting the Disposal of Surplus Real Property as identified in the staff report dated April 12, 2023.

That Halifax Regional Council direct the Chief Administrative Officer to draft amendments to By-law S-300, the Streets By-law, to provide a clear process for requests for short or long-term road closures on municipally owned roads within business improvement districts, as outlined in the staff report dated April 24, 2023.
 

15.6 HERITAGE ADVISORY COMMITTEE
15.6.1 Case H00551: Request to Include 1206 Robie Street, Halifax in the Registry of Heritage Properties for the Halifax Regional Municipality* [PDF]
Motion:
That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of 1206 Robie Street, Halifax, in the Registry of Heritage Property for the Halifax Regional Municipality as shown on Map 1 of the staff report dated April 6, 2023, as a municipal heritage property under the Heritage Property Act. 

15.6.2 Case H00552: Deregistration of Parcel RL-1 (PID 41027079), Old Sackville Road, Middle Sackville* [PDF]
Motion:
That Halifax Regional Council commence the deregistration process by setting a date for a public hearing to consider deregistering the municipally registered heritage property known and designated as Parcel RL-1 (PID 41027079) on Attachment A of the staff report dated April 24, 2023.

That Halifax Regional Council pass a resolution to endorse a member of Council to stand for election on Federation of Canadian Municipality’s Board of Directors for the period starting in May 2023 and that Council assumes all costs associated with attending FCM’s Board of Directors meetings.

Motion:
That Halifax Regional Council:

1. Refer the Policing Model Transformation Study to the Board of Police Commissioners for their review.
2. Direct the Chief Administrative Officer to meet with the Board of Police Commissioners and report to Council on the result of the review by the Board of the Study
3. Direct the Chief Administrative Officer to meet with representatives of the Province of Nova Scotia and request HRM be a participant in the multisectoral council being developed by the Province.
4. Direct the Chief Administrative Officer to report back to Council in 18 months regarding the viability of achieving an integrated policing model with recommendations for next steps.
