That Halifax Regional Council adopt By-law P-509, set out as Attachment B to the staff report dated April 29, 2022.

15.1.2 Proposed Administrative Order 2022-003-ADM - Tiered Commercial Taxation Areas  [PDF]
Motion:
That Halifax Regional Council adopt Administrative Order 2022-003-ADM, the Tiered Commercial Taxation Areas Administrative Order, as set out in Attachment 1 to the staff report dated May 5, 2022.

15.1.3 Award – Request for Proposals 22-072 & 22-073 – Winter Maintenance of Streets and Sidewalks – WSZ1 (Cole Harbour, Eastern Passage, Lake Echo) & WSZ4 (Herring Cove, Timberlea, Upper Tantallon) [PDF]
Motion:
That Halifax Regional Council award: 

1. RFP 22-072, Winter Maintenance of Streets and Sidewalks (WSZ1) – Cole Harbour, Eastern Passage, Lake Echo, to Ocean Contractors Limited for a value of $36,241,991.52 (net HST included) for four (4) years, with the option to renew for an up to four (4) year period for a total estimated value of $74,181,136.79. The total value will be based on the Consumer Price Index (CPI) escalation annually for years five (5) through eight (8) based on the previous year’s lump sum pricing and any requested additions to existing streets and sidewalks. Funding is provided from Operating Cost Centre R885 (PB Contracts Streets & Sidewalks), as outlined in the Financial Implications section of the staff report dated June 2, 2022 and, delegate authority to the Executive Director of Public Works to exercise any contractually defined options, including option years;

2. RFP 22-073, Winter Maintenance of Streets and Sidewalks (WSZ4) – Herring Cove, Timberlea, Upper Tantallon, to Dexter Construction Company Limited for a total value of $26,028,482.03 (net HST included) for four (4) years, with the option to renew for an up to four (4) year period for a total estimated value of $53,116,730. The total value will be based on the Consumer Price Index (CPI) escalation annually for years five (5) through eight (8) based on the previous year’s lump sum pricing and any requested additions to existing streets and sidewalks. Funding is provided from Operating Cost Centre R885 (PB Contracts Streets & Sidewalks), as outlined in the Financial Implications section of the staff report dated June 2, 2022 and, delegate authority to the Executive Director of Public Works to exercise any contractually defined options, including option years.

3. Approve an increase to Operating Cost Centre R885 – PB Contracts Streets and Sidewalks, in an amount up to $586,800 with funding to be provided from any Public Works annual operating surpluses for the year 2022/23, and/or through the Risk Reserves, Options Reserve Q421, as per the Financial Implications section of the staff report dated June 2, 2022.

15.1.4 Case 23863: Shelter Nova Scotia – 2190 Barrington Street [PDF]
Motion:
That Halifax Regional Council:

1. Approve a one-time grant in the amount of $50,000 to the Saint Leonard Society (carrying on business as Shelter Nova Scotia) towards the costs associated with its developing a master plan focused on its development of Metro Turning Point 2.0, and which will also consider lands within the block of Cornwallis and Barrington Streets between Cunard Tower and Cornwallis Street, as shown in Map A of the staff report dated May 11, 2022, and otherwise identified as the study area, that will:

a. Identify gaps within existing services that will assist persons transitioning from homelessness to stable living/permanent housing;

b. Undertake public engagement and education regarding transitionary housing and services/supports that are directed towards those experiencing homelessness; and

c. Establish design criteria for the future development of Metro Turning Point 2.0 that will complement the heritage significance of the area and can be used to inform future development within the study area.

2. Authorize the Chief Administrative Officer or their designate to negotiate and execute a Contribution Agreement with the Saint Leonard Society (carrying on business as Shelter Nova Scotia), including the terms and conditions as set out in the Discussion section of the staff report dated May 11, 2022.

3. Consider potential options for the sale in accordance with Administrative Order 50, or long-term lease, of 2190 Barrington Street following further assessment of the infrastructure needs of Halifax Water, as well as Shelter Nova Scotia’s completion of its master planning exercise as outlined in recommendation number one.

Motion:
That Halifax Regional Council:

1. Confirm the number of polling districts and the number of councillors at sixteen (16), and direct this to be applied to Phase Two of the 2022 District Boundary Review: and 

2. Direct the Chief Administrative Officer to return to Council with a report on the potential electoral reforms set out in the body of the staff report dated April 7, 2022, including any necessary legislative amendments.

That Halifax Regional Council approve grants pursuant to the Rural Transit Grants Administrative Order, for the 2022/23 fiscal year, to a maximum of $470,000, including the grants set forth in Table 2 of the staff report dated April 20, 2022.

15.3.2 Volunteer Search and Rescue Grants Program: Recommended Awards Fiscal Year 2022-2023* [PDF]

That Halifax Regional Council approve the award of four (4) Operating Grants as described in the Discussion section of the staff report dated May 2, 2022 for a total of $141,300.

That Halifax Regional Council approve fifty-nine (59) awards as detailed in Attachment 1
of the staff report dated May 2, 2022 and Attachment 2 of the staff memorandum dated May 27, 2022 amended to exclude Item 25 Cathedral of All Saints and Item 38 Adsum for Women and Children, for a combined total of $ 452,714 from Operating Account M31 1-8004 Community Grants.

That Halifax Regional Council set a public hearing date to consider the proposed substantial alterations to the contributing heritage resource at 5185-89 South Street, Halifax (the Elmwood) as proposed in the staff report dated May 6, 2022 and its attachments, in accordance with By-law H-800 (the Old South Suburb Heritage Conservation District By-law).

15.4.2 Case H00516: Request to Include 144 Pleasant Street, Dartmouth in the Registry of Heritage Property for the Halifax Regional Municipality* [PDF]
Motion:
That Halifax Regional Council set a date for a heritage hearing to consider the inclusion of 144 Pleasant Street, Dartmouth in the Registry of Heritage Property for the Halifax Regional Municipality as shown on Map 1 of the April 25, 2022 staff report, as a municipal heritage property under the Heritage Property Act.
