Motion:
That Halifax Regional Council authorize the Mayor and Municipal Clerk to sign the fifteen Contribution Agreements with the Minister of Municipal Affairs, to receive funding for fifteen public transit projects approved under the Public Transit Infrastructure Fund (PTIF) as describe in staff report dated January 5, 2017.

Motion:
That Halifax Regional Council adopt Administrative Order 2016-004-ADM, Respecting Variance Notification Distance as set out in Attachment A of the staff report dated January 23, 2017.
14.1.3 Proposed Administrative Order 2016-008-ADM, Respecting the Reduction of Taxes Payable for Certain Residential Properties – Stormwater Right of Way (ROW) Reduction Options [PDF]
Motion:
That Halifax Regional Council adopt Administrative Order 2016-008-ADM, the Tax Reduction Administrative Order, as set out in Attachment 2 of the staff report dated January 24, 2017 to provide certain residential properties a one- time tax reduction in April 2017, as set out in the discussion section of the staff report dated January 24, 2017.
14.2 ENVIRONMENT AND SUSTAINABILITY STANDING COMMITTEE
14.2.1 Cogswell Redevelopment Area District Energy System [PDF]
Motion:
That Halifax Regional Council:
1. Endorse pursuing the requirement that new development within the Cogswell redevelopment area connect to a district energy system if one exists;
2. Seek amendments to the HRM Charter and other amendments as required to provide the general authority to implement District Energy Systems, including the Cogswell Redevelopment Area District Energy System; and
3. Direct staff to develop the options and mechanisms to effectively implement the requirement for mandatory connection.
14.2.2 National Zero Waste Council Management Board Alternate [PDF]
Motion:
That Halifax Regional Council appoint the Manager of Solid Waste Resources as an alternate representative to the National Zero Waste Council Management Board, for a term to October 31, 2017.

15.1 Ratification of Budget Committee of the Whole Motion from February 8, 2017
Motion:
That Halifax Regional Council request that staff provide a report to include funding for one permanent officer to fulfill the role of Diversity and Liaison Officer for the 2018/19 budget process.
15.2 Ratification of Budget Committee of the Whole Motion from February 8, 2017
Motion:
That Halifax Regional Council request a staff report outlining the cost of installing sidewalk on the Herring Cove Road from Lynnett Road to 564 Herring Cove Road including potential sources of funding from other municipal funds and with a view to having this installation take place in 2017/18.

Motion:
That Halifax Regional Council ratify the decision of Committee of the Whole Council to defeat the motion to request a staff report for the 2018/19 budget regarding costs, savings and other implications, subject to a public consultation and a poll of the residents, for removing sidewalk snow removal from the areas of District 7, 8, 9 where it was introduced in 2013.

15.4 Ratification of Budget Committee of the Whole Motion from February 1, 2017
Motion:
That Halifax Regional Council direct staff to provide a report analyzing the implications of an increase in the Parks and Recreation operating & capital budgets to 80% of municipal cost benchmarks by fiscal 2021/2022, increasing each of four years starting in fiscal 18/19, with funds to improve facility and field conditions, expand programming and grant funding for community events, arts, culture and heritage programming.
15.5 Ratification of Budget Committee of the Whole Motion from February 15, 2017
Motion:
That Halifax Regional Council direct staff to prepare a supplementary report with respect to parking fine alternatives for parking in front of a bus stop, crosswalk, parking on a sidewalk, blocking a driveway, fire-lane, parking in an accessible parking spot without a permit, within (5) meters of a crosswalk, parking in an intersection, and hydrants.

Motion:
That Halifax Regional Council:
1. Approve the individual Adult and Youth award recipients; including ten volunteers to attend the Provincial Volunteer Awards and Halifax Regional Municipality’s 2017 Volunteer of the Year Awards as outlined in Attachment A of the private and confidential report dated February 15, 2017;
2. Approve Community Group award recipients in two categories as outlined in Attachment B of the private and confidential report dated February 15, 2017; and
3. Not release the private and confidential report dated February 15, 2017 to the public until the 2017 Halifax Regional Municipality’s Volunteer Awards Ceremony on April 12, 2017.

Motion:
That Halifax Regional Council direct staff to draft a by-law setting a stormwater charge based on the Halifax Water service area and that staff return to Council for consideration of it and request Halifax Water to collect the stormwater right of way charge on the water bill.
