The Code of Conduct for Elected Officials of the Halifax Regional Municipality is found in Administrative Order 2024-001-GOV. If you would like to place a formal complaint against a member of Halifax Regional Council under the Code of Conduct, contact the Municipal Clerks Office.
The Municipal Clerks Office facilitates the review of formal complaints with third party investigators – MC Advisory and Atlantic Workplace Investigations & Consulting. These firms are the Investigators in accordance with the Halifax Regional Municipality Charter section 20C(1). It should be noted that the Municipals Clerks Office is not responsible nor involved in any investigations, other than assignment of investigators on a rotational basis.
In accordance with Code of Conduct for Elected Officials Regulations section 15 the following provides a public record of Code of Conduct Complaints.
In accordance with section 16 of the regulations, Council’s determination regarding a complaint is final and binding on all parties.

Did not contravene AO 2024-004-GOV s.16(1) and were consistent with the provisions of AO 2024-004-GOV s.3(2). No sanctions recommended but offered the following for consideration: HRM elected officials remain vigilant and mindful of their language when expressing a dissenting opinion of a Regional Council decision utilizing any form of media. If not already standard practice, an annual review of Administrative Order 2024-004-GOV may be beneficial for Regional Council to remain familiar with their responsibilities and obligations within the legislation. |
