That Halifax Regional Council adopt By-law M-301, Amending By-law M-300, the Micromobility By-law, as set out in Attachment 2 to the staff report dated June 4, 2024.
15.1.2 Appointment of Building Officials* [PDF]
Motion:
That Halifax Regional Council appoint Dane Ordway, KC Mangali, and Will Irvine as Building Officials, pursuant to Section 5(2) of the Building Code Act. This appointment is effective for the duration of their assignment to the duties of a Building Official with Halifax Regional Municipality.
15.1.3 Cogswell District Project Update & Recommendation Report #6 [PDF]

Motion:
That Halifax Regional Council:
1. Suspend the rules of procedure under Schedule 2, the Audit and Finance Standing Committee Terms of Reference, of Administrative Order One, the Procedures of the Council Administrative Order, requiring the Standing Committee to review and make recommendations on proposals coming to the Council outside of the annual budget or tender process; and
2. Approve an increase to the gross budget to Project CT000007 – Cogswell Interchange Redevelopment by $15.5M, funded from expected $25.2M in cost recoveries from third party work and utilities cost sharing, resulting in an expected net project budget decrease of $9.7M as outlined in the Financial Implications Section of the staff report dated July 3, 2024.
15.1.4 Proposed Amendments to Administrative Order 48, Respecting the Creation of Community Councils - Regional Centre and Suburban Housing Accelerator Planning Matters [LARGE 22 MB FILE]
Motion:
That Halifax Regional Council adopt the Amendments to Administrative Order 48, the Community Council Administrative Order, as set out in Attachment 2 of the staff report dated July 10, 2024.
15.1.5 Proposed Amendments to Administrative Order 29, Respecting HRM Civic Addressing Policies – Case CA139 - Street Naming March 2, 2024 – June 30, 2024 [PDF]
Motion:
That Halifax Regional Council adopt the proposed amendments to Administrative Order
29, Respecting Civic Addressing Policies as set out in Attachment A of the staff report dated August 9, 2024 in order to approve:
1. The naming of 18 private roads as identified in Attachment A and Attachment D of the staff report dated August 9, 2024.
2. The naming of 9 public streets as identified in Attachment A and Attachment D of the staff report dated August 9, 2024.
3. The renaming of portions of 3 public streets as identified in Attachment A and Attachment D of the staff report dated August 9, 2024.
15.1.6 Canada Public Transit Fund & Zero Emission Transit Fund: Funding Applications* [PDF]
Motion:
That Halifax Regional Council:
1. Direct the Chief Administrative Officer to submit an Expression of Interest to the Canada Public Transit Fund Baseline Funding Stream;
2. Authorize the Chief Administrative Officer to send a letter to the Joint Regional Transportation Agency confirming the Halifax Regional Municipality as a willing Metro Region Partner organization in the Expression of Interest application for the Canada Public Transit Fund; and
3. Direct the Chief Administrative Officer to submit a funding application to the Zero Emission Transit Fund (ZETF) for the replacement of the Burnside Transit Centre and for zero emission fleet acquisition.
15.1.7 Cogswell District Land Use Policies: New Roots Halifax North End Community Land Trust [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to consider the requests of the “New Roots Halifax North End Community Land Trust”, as part of the Cogswell District Land Use Policies planning process, or through other applicable municipal initiatives, as outlined in the Discussion section and Attachment B of the staff report dated August 9, 2024.
15.1.8 Proposed Partnership with Province of NS - Active Transportation Infrastructure on Highway 107 Extension* [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to proceed with planning, site investigation, preliminary design, and stakeholder engagement for multimodal upgrades to Trunk 7 (Magazine Hill), subject to approval of the resource and budget requirements as part of the 2025-26 capital budget process.

That Halifax Regional Council approve:
1. The Consolidated Financial Statements of the Halifax Regional Municipality for the year ended March 31, 2024;
2. The Statement of General Rate Surplus of the Halifax Regional Municipality for the year ended March 31, 2024;
3. Transfers to reserves of the following amounts to reduce the general rate surplus to zero:
• Q416 Operating Stabilization Reserve - $8M
• Q526 Capital Funds Reserve - $3.5M
• Q421 Options Reserve - $2.1M
4. The financial statements of the Halifax Regional Municipality Miscellaneous Trust Funds for the year ended March 31, 2024; and
5. The appointment of KPMG to be the External Auditor for the fiscal year ended March 31, 2025.

15.3.1 Less than Market Value Lease: Young Women’s Christian Association of Halifax [PDF]
Motion:
That Halifax Regional Council approve a less than market value lease with the Young Women’s Christian Association of Halifax (YWCA Halifax) for the premises located at 1583 Beaver Bank Road, and the lease is to contain terms and conditions that are similar to those set out in the staff report dated July 12, 2024 and authorize the Mayor and Municipal Clerk to execute the less than market value lease.

15.4.1 Councillor Morse - Reconnecting Briarwood Crescent and Bayview Road [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer (CAO) to prepare a staff report with recommendations for reconnecting Briarwood Crescent to Bayview Road. The report should also include recommendations for closing the other end of Briarwood Crescent at Lacewood Drive.
15.4.2 Councillors Outhit and Lovelace - Inclusion of a Pump Track within Parkland, Brookline Drive, Bedford [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer (CAO) to provide a staff report on the inclusion of a pump track within the parkland identified as PIDs 41525916 and 41525924 on Brookline Drive, Bedford in the work plan for capital project CP210013 Park Development-New starting in 2024/25. The staff report will be completed in time for it to be discussed during the October 1, 2024 Regional Council meeting.
