9.1 Administrative Order 50 Disposal of Surplus Property - Community Interest PID 00076471 1588 Barrington Street, Halifax [PDF]
Motion:
That Halifax Regional Council:
1. Request that the 1588 Barrington Building Preservation Society (“the Society”) provide the following information to the Municipality by October 31, 2018:
(a) Confirmation that a shared fire evacuation exit is permitted;
(b) An updated five-year projected operating and capital budget, including
(i) confirmation of any funding from the Federal and Provincial governments;
(ii) the fundraising that has occurred indicating the pledges and any amounts received; and
(iii) commitments to lease commercial and subsidized space within 1588 Barrington Street, Halifax, PID 00076471 (“the Property”);
(c) Confirmation of eligibility with respect to any future Federal or Provincial operating funding not included in the five-year operating and capital budget and applicable timelines; 
(d) Copies of the applications that were filed with the Federal and Provincial governments for project-specific capital funding, including anticipated notification timelines; and
(e) A fundraising plan and progress report; and
2. Upon receiving the information in item 1, direct staff to review the information that was received from the Society and prepare a report and recommendation whether to proceed with the sale and a public hearing in respect to a proposed sale and return to Council for its consideration of that report.
3. If the owner’s consent is required for the Society to apply or receive approvals to develop the Property, authorize the Chief Administrative Officer, or designate, to provide such consent on behalf of the Municipality.


9.2 TRANSPORTATION STANDING COMMITTEE
9.2.1 Protected Bicycle Lane – Hollis Street [PDF]
Motion:
That Halifax Regional Council direct staff to continue to plan the development of a permanent “all ages and abilities” on-road bicycle lane running north-south through downtown Halifax and return to Transportation Standing Committee and Regional Council in 2018 with a recommended option for implementation in 2019.
 

9.3 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE
9.3.1 Support for the Institution of a Basic Income for Nova Scotia [PDF]
Motion as Amended:
That Halifax Regional Council direct the Chief Administrative Officer (CAO) to direct staff to:
1. Monitor the progress of federal and provincial poverty reduction action plans and strategies with a view to identifying opportunities for HRM to engage within its mandate;
2. Monitor the basic income projects underway in Ontario and Finland;
3. Report back periodically to Community Planning and Economic Development Standing Committee (CPED) and Regional Council on the monitoring; and
4. Forward the staff report dated September 27, 2017 to the HRM/United Way Poverty Solutions Advisory Committee for consideration in future reporting.

14.1.1 Proposed Amendments to Administrative Order 29,
Respecting HRM Civic Addressing Policies – Case CA0117 – Street Naming from October 1, 2017 – October 31, 2017 [PDF]
Motion:
That Halifax Regional Council adopt the proposed amendments to Administrative Order 29 Respecting HRM Civic Addressing Policies as set out in Attachment A of the staff report dated November 24, 2017 in order to approve:
1. The naming of one new private lane as identified in Attachment A and Map 1 of the staff report dated November 24, 2017; and
2. The naming of two public streets as identified in Attachment A and Maps 2 and 3 of the staff report dated November 24, 2017; and
3. The renaming of Craigburn Court to Lochburn Lane, Dartmouth as identified in Attachment A and Map 4 of the staff report dated November 24, 2017; and
4. The modification to the spelling of Cathdral Lane to Cathedral Lane, Halifax as identified in Attachment A of the staff report dated November 24, 2017.

14.1.2 Proposed Amendments to Administrative Order 45, Respecting Private Road Maintenance – Road Maintenance Fee for Kelly Point Lot Owners Association  [PDF]
Motion:
That Halifax Regional Council:
1. Approve an annual uniform charge of no more than $700.00 per property, to be applied against properties abutting Barachois Lake Road, Kelly Point Drive, Bayview Crescent, Murphy Cove Drive Noonan Drive and Maroon Drive, as depicted in the map shown in Appendix A of the staff report dated November 20, 2017, effective with the 2018-19 fiscal year for funding the road maintenance activities of the Kelly Point Lot Owners Association.
2. Adopt amending Administrative Order 45, Respecting Private Road Maintenance, by adding Schedule 15, respecting a Uniform Charge for the Kelly Point Lot Owners Association, attached hereto as Appendix B of the staff report dated November 20, 2017.
Subject to the approval of Schedule 15 of Administrative Order 45, authorize the Mayor and Clerk to sign on behalf of HRM, an Agreement between HRM and the Association in the form approved by Regional Council on February 11, 2014.

14.1.3 Proposed Amendments to Administrative Order 45, Respecting Private Road Maintenance – Road Maintenance Fee for Shag End Lot Owners Association [PDF]
Motion:
That Halifax Regional Council approve amending Schedule 3 of Administrative Order 45, Respecting Private Road Maintenance, by replacing the flat area rate of no more than $600.00 annually with a flat area rate of no more than $900.00 annually, and by replacing the map of the Shag End Lot Owner’s Association catchment area with a new map dated November 29, 2017 (Appendix C of the staff report dated November 29, 2017).

14.1.4 Allocation of Anti-Poverty Funds to United Way [PDF]
Motion:
That Halifax Regional Council:
a. direct the Chief Administrative Officer (CAO) to negotiate a contribution agreement with United Way in the amount of $50,000, based on the key terms set out in Table 1 of the staff report dated October 11, 2017; 
b. authorize and direct the Mayor and Clerk to enter into and execute the resulting agreement on behalf of the Municipality.
 
14.1.5 Rail-to-Trail Conversion – Windsor and Hantsport Railway [PDF]
Motion:
That Halifax Regional Council:
1. Direct staff to maintain communication with municipalities along the Windsor and Hantsport Rail Spur corridor on this issue;
2. Monitor any changes in the ownership and operation of the facility; and
3. Send a letter to CN and the Canadian Transportation Agency that expresses HRM’s interest in acquiring the portions of this corridor in the Municipality for a rails-to-trails facility, should it become available. 

14.1.6 Case 21212 -  Municipal Planning Strategy and Land Use By-law Amendments for 8646 and 8650 Peggys Cove Road, Indian Harbour [PDF]
Motion:
That Regional Council direct staff to:
1. Initiate a process to consider amendments to the Municipal Planning Strategy and Land Use By-law for Planning Districts 1 and 3 for 8646 and 8650 Peggys Cove Road, Indian Harbour to recognize the existing tourist industry use on the site and allow for its expansion or alteration; and
2. Follow the public participation program for municipal planning strategy amendments as approved by Regional Council on February 27, 1997.

14.1.7 Sheet Harbour Lions Club/Eastern Shore Lifestyles Centre  [PDF]
Motion:
That Halifax Regional Council direct staff to:
1. Allocate a maximum of $100,000 (inclusive of HST) from capital account CB000080, Sheet Harbour Rec Centre, to procure consultant services to develop a business case and prepare concept architectural and site plans along with preliminary capital and operating cost estimates for the proposed Eastern Shore Lifestyles Centre; 
2. Seek input from the Eastern Shore Lifestyles Centre Society on the conceptual design and business case; and
3. Return to Regional Council with recommendations regarding the conceptual design and business case that achieves a cost neutral operation of the proposed centre.

That Halifax Regional Council award of RFP 17-380 - External Audit Services to the sole bidder, KPMG, for a one-year term renewable for a maximum of five (5) years 
 

14.3 COMMUNITY PLANNING AND ECONOMIC DEVELOPMENT STANDING COMMITTEE
14.3.1
Request for Staff Report – Delivery of Housing Services and Programs within HRM [PDF]
Motion as Amended:
That Halifax Regional Council request a staff report to assess options for requesting the transfer of the responsibility to operate and deliver housing programs and services within the boundaries of Halifax on behalf of the Province, including but not limited to the following considerations:
1. Transferring of the responsibilities of Housing Nova Scotia in the Halifax region, including Metro Regional Housing Authority (MRHA), Preston Area Housing Fund and other Not-for-Profits to the Municipality;
2. Fund this transfer through property tax, by redirecting property tax points from the mandatory education and social housing funding collected by the municipality for the province, to ensure the core housing program operations would be funded by property tax revenue, rather than provincial grants;
3. Develop an approach for provincial participation and cost sharing in Federal housing and regionally significant housing programs with equitable distribution of funds based on population;
4. Discuss the housing allowance paid to clients living in MRHA becoming the same as the program provided to other private and not for profit land lords.
5. Make recommendations regarding management structure as either an arms length agency, a department of the Municipality, or combination of options.

14.4.1
Smart Cities Challenge [PDF]
Motion:
That Halifax Regional Council:
1. Direct the Chief Administrative Offer (CAO) to partner with the Halifax Partnership in order to develop an application to the Smart Cities Challenge program based on poverty reduction, on behalf of HRM in partnership with the United Way and in cooperation with the Mayor’s Office.
2. Allocate up to $50,000 from ICT’s consultation budget (A721-6399) to fund the project.
 

14.5 HARBOUR EAST-MARINE DRIVE COMMUNITY COUNCIL
14.5.1 Case 20436
– Amendments to the Dartmouth Municipal Planning Strategy (MPS) and Land Use By-Law (LUB), and Proposed Development Agreement for 102 Albro Lake Road, Dartmouth [PDF]
Motion:
That Halifax Regional Council give First Reading to consider the proposed amendments to the Municipal Planning Strategy (MPS) and Land Use By-law (LUB) for Dartmouth, as set out in Attachments A and B of the staff report dated November 22, 2017, to enable an automotive repair garage in an existing commercial building at 102 Albro Lake Road, Dartmouth, by development agreement, and schedule a joint public hearing with Harbour East-Marine Drive Community Council.

2. Approve Community Group award recipients in two categories as found in Attachment B of the January 15, 2018 private and confidential staff report.
3. Not release the January 15, 2018 Private and Confidential staff report to the public until the 2018 Halifax Regional Municipality’s (HRM) Volunteer Awards Ceremony on April 11, 2018.

17.1 Commemoration of Edward Cornwallis [PDF]
Motion:
That Halifax Regional Council:
1. Direct the Chief Administrative Officer (CAO) to proceed to remove the statue of Edward Cornwallis immediately and to place the statue in temporary storage until Council makes a decision about the statue’s long term situation
2. Seek, through the Mayor’s office, to re-engage the Assembly of Nova Scotia Mi’kmaq Chiefs in establishing a special advisory committee as set out in Administrative Order 2017-012-GOV; and
3. If the Assembly of Nova Scotia Mi’kmaq Chiefs (ANSMC) chooses not to re-engage under the
current committee process, direct the CAO to return to Council with a revised approach to
examining the commemoration of Edward Cornwallis and the commemoration and recognition of Indigenous history in the lands now known as Halifax Regional Municipality, and with any
necessary proposed amendments to Administrative Order 2017-012-GOV.
