Overview:
The Halifax Regional Water Commission Board is an external body which provides governance oversight for the activities of Halifax Water in compliance with the requirements of the Halifax Regional Water Commission Act and Administrative Order 2018-001-ADM (Respecting the Halifax Regional Water Commission). The mandate of Halifax Water is to own and operate water facilities and utilities for the purpose of providing water, wastewater, and storm-water services to customers located within the HRM.
Objectives/Functions:
- Acquire, operate, and maintain water facilities and utilities in the HRM for the purpose of providing water, wastewater, and storm-water services to customers in the HRM; and
- Carry out all incidental business/powers necessary to fulfill the mandate of Halifax Water under the Halifax Regional Water Commission Act, or other statute.
Membership: Eight (8) members:
- Three (3) members of Regional Council
- One (1) member of Regional Council from the Environment and Sustainability Standing Committee
- Three (3) residents of the Halifax Regional Municipality
- The Halifax Regional Municipality's Chief Administrative Officer, or one (1) member of HRM staff appointed by the Chief Administrative Officer
Position(s) Available:
- One (1) resident of the Halifax Regional Municipality
Desired Skillsets:
- Management experience in the private or public sector
- A diversified business or professional background with expertise in finance, engineering, applied science, legal, or public relations
- Demonstrated ability to think strategically
- An understanding of the diverse nature of providing services across the region;
- Experience in enterprise risk management, corporate governance, board governance and financial oversight
- Understanding of the legislative framework in which the Utility operates;
- Ability to commit the time, energy, and ability to serve on an active Board of Commissioners including participation on Board Committees; Audit and Finance; Environment, Health and Safety; Executive;
- Recognition of the important role of the Utility in supporting growth, public health protection and stewardship of environment.
- Professional/technical backgrounds in:
- Engineering, expertise in water and wastewater or related industries (Resources, Energy, Utilities, Telecommunications)
- Finance (Large-Scale Infrastructure Projects, Project Finance, Advisory, Procurement, Utility Ratemaking and Regulatory Strategy)
- Accounting and Economics
- Executive (C-Suite, Strategy and Relationship Building, Management, Operations, Stakeholder Engagement)
- Risk Management
Time Commitment:
- Approximately 60 to 100 hours per year.
Length of Term:
- Two to three years, at the discretion of Regional Council
Meeting Information:
Location: Usually, virtual
Day: 4th Thursday of the month in January, March, June, September, and November
Time: Usually, 9:00 a.m. to 12:00 p.m.
Frequency: Five (5) meetings per year
AGM: Second Thursday of July, usually in-person
Board Committees: Approximately three weeks in advance of Board meetings, two hours per meeting, usually virtually
Workshops: Two full-day strategic planning workshops each year, usually in-person
Per Diem:
- Halifax Water offers an annual honorarium to public Commissioners. Annual rates are determined by the Board of Commissioners.
