NOTICE OF APPROVAL
NORTH WEST COMMUNITY COUNCIL
On December 8, 2025, North West Community Council approved the application to enter into a Classic Conservation Design Development Agreement for 12 residential units located along a new common shared private driveway on PID 00381715 off Prospect Road in Whites Lake.
Request
Application by property owner, Tom Lavers, to enter into a development agreement on PID 00381715, near 2712 Prospect Road.
Proposal
The applicant wishes to develop a 12-unit residential Classic Conservation Design Development (CDD). A new site plan is linked below which changes the proposal back to the original request, which is Classic-Style CDD where the proposed units will be located on a common shared private driveway. Note that previously the applicant had requested a Hybrid-style CDD, where the lots would have been subdivided on a new public street. The major aspects of the proposal are as follows:
• 12 residential units (condo style as opposed to individual lots);
• The units will be serviced by a common shared private driveway with access off Prospect Road; and
• There will be a conservation area left on the property.
The Development Plans (provided below) outline the development proposal in detail, and include information related to the environmental features on the property, the traffic impact, and the site design.
Process
The application will be considered under the Development Agreement process.
Status
TAKE NOTICE THAT North West Community Council did, on Monday, December 8, 2025, approve the following:
PLANAPP 2023-01246 - Application by the property owner requesting to enter into a Classic Conservation Design Development Agreement for 12 residential units located along a new common shared private driveway on PID 00381715 off Prospect Road in Whites Lake.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice on the HRM website, appeal to the Nova Scotia Regulatory and Appeals Board (902.424.4448), in accordance with the provisions of the Halifax Regional Municipality Charter.
This notice was posted to this site on December 9, 2025 in accordance with the requirements of the Halifax Regional Municipality Charter.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax at 5251 Duke Street, Suite 300.
