15.1.1 Revised 2021-2022 Events East Business Plan – Halifax Convention Centre and Ticket Atlantic* [PDF]
Motion: 
That Halifax Regional Council, in accordance with section 29 of the Halifax Convention Centre Act, approve the 2021-2022 Events East Business Plan for the Halifax Convention Centre Corporation, submitted to the municipality June 30, 2021, as set out in Attachment 1 of the staff report dated July 18, 2021.

15.1.2 Dog Off-leash Area – Governor’s Brook Area[PDF]
Motion:
That Halifax Regional Council:

1. Approve the area identified in Attachment A of the staff report dated July 14, 2021 within Roaches Pond Ball Diamond Park, 610 Herring Cove Road, Spryfield for designation as a year-round shared off-leash dog area pursuant to Administrative Order 2017-013-OP with requirements for hours of operation and other regulations pursuant to the Parks By-law (P-600); and

2. Direct the Chief Administrative Officer (CAO) to undertake the actions outlined in the staff report dated July 14, 2021 to establish a dog off-leash area in Roaches Pond Ball Diamond Park.

15.1.3 Dog Off-leash Area – Eastern Passage[PDF]
Motion:
That Halifax Regional Council:

1. Approve the general area identified in Attachment A of the staff report dated July 12, 2021 within Shearwater Flyer Park, 1340 Caldwell Road, Eastern Passage, for designation as a dedicated year-round off-leash dog area pursuant to Administrative Order 2017-013-OP with requirements for hours of operation and other regulations pursuant to the Parks By-law (P-600), to be effective upon completion of the necessary capital work; and

2. Direct the Chief Administrative Officer (CAO) to include development of the Shearwater Flyer Park off-leash dog area for consideration in the 2022/23 capital budget.

15.1.4 Increase to Contract – Purchase Order (PO) 2070863453, 21-368 Bird Netting[PDF]
Motion:
That Halifax Regional Council approve an increase to the contract with Pro Tech Building Safety Systems (Tender 21-368, PO 2070863453) for additional work added to the original scope in the amount of $29,158 (net HST included) with funding from D935 as outlined in the Financial Implications section of the staff report dated September 9, 2021.

15.1.5 Proposed Amendments to Administrative Order 2018-003-ADM, Respecting Private Road Maintenance - Section 13 [PDF]
Motion:
That Halifax Regional Council adopt amendments to Administrative Order 2018-003-ADM, Respecting Private Road Maintenance, as set out in Attachment 2 of the staff report dated June 28, 2021.

15.1.6 Councillor Appointment – Liaison to the Acadian and Francophone Community[PDF]
Motion:
That Halifax Regional Council appoint Councillor Pam Lovelace to act as an official liaison between the Council and the Acadian and Francophone Community in Halifax Regional Municipality.

15.1.7 Award – Tender No. 21-150 Dartmouth North Community Centre – Renovations [PDF]
Motion:
That Halifax Regional Council award Tender No. 21-150 Dartmouth North Community Centre Renovations to lowest bidder meeting specification, Blunden Construction Ltd., for a total price of $2,293,250 (net HST included) with funding from Project No. CB000075 – Dartmouth North Community Centre, Project No. CB190006 – Accessibility HRM Facilities, Project No. CB190008 – Energy Efficiency Initiative, Project No. CB200002 – EMO Projects, and Project No. CB200012 – HalifACT 2050 Climate Action as outlined in the Financial Implications section of the staff report dated August 31, 2021. 

15.1.8 Mobile Shower Pilot Program[PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to:

1. Rent portable shower facilities for a period of nine weeks; and

2. Explore the potential of refining and expanding the shower program in HRM operated recreation centers as well as with partner facilities. 

15.1.9 Expansion of Affordable Housing Grant Program

Motion:
That Halifax Regional Council:

1. Direct the Chief Administrative Officer to allocate $200,000.00 from the 2021/22 operating budget for Planning and Development to affordable housing projects throughout the municipality; and

2. Authorize the Chief Administrative Officer, or delegate, to administer grants to affordable housing projects throughout the municipality from the funds allocated in recommendation #1 using the eligibility criteria, application process, approval process, and conditions of payment and approval set out in Administrative Order 2020-008-ADM, Respecting Grants for Affordable Housing, including the authority to approve grants, determine the amount of such grants, and approve and execute contribution agreements for such grants.

15.1.10 Proposed Amendments to Administrative Order 46, Respecting HRM Asset Naming Policies - AN110 – Jumpstart Playground [PDF]
Motion: 
That Halifax Regional Council:

1. Adopt amendments to Administrative Order 46, the HRM Asset Naming Administrative Order, as set out in Attachment A of the staff report dated September 7, 2021;

2. Approve the name Jumpstart Playground pursuant to the gifting section of Administrative Order 46, the HRM Asset Naming Administrative Order; and

3. Authorize the Chief Administrative Officer to negotiate and execute the Canadian Tire Jumpstart Charities gift agreement, subject to the approval of the 2022/23 capital budget and approval of the placement of the name by Regional Council. 

15.2 AUDIT AND FINANCE STANDING COMMITTEE
15.2.1 Award – Tender 21-175 – Grahams Grove Facility

That Halifax Regional Council:

1. Approve an unbudgeted withdrawal in the amount of $639,621 (net HST included), from the General Contingency Reserve, Q421; and

2. Increase 2021/22 Capital Project Number CB200010 – Regional Park Washrooms by $639,621 (net HST Included); and

3. Approve an increase of $18,361 (net HST included) to RHAD Architects (PO 2070833916), for additional consulting services with funding from Project Account No. CB200010 – Regional Park Washrooms; and

4. Award Tender No. 21-175 Grahams Grove Facility, to the lowest bidder meeting specifications, Avondale Construction Limited , at a cost of $2,299,165 (net HST included) with funding from Project Account No. CB200010 – Regional Park Washrooms; Project Account No. CB190008 – Energy Efficiency Initiatives; Project Account No. CB190009 Environmental Remediation/Building Demolition and CB200012 – HalifACT 2050 – Climate Action Plan, as outlined in the Financial Implications section of the staff report dated August 23, 2021.

15.2.2 Funding of Station Alerting Project CI210013[PDF]
Motion: 
That Halifax Regional Council approve the transfer of $275,000 from capital project CI190005 – Intelligent Dispatching to capital project CI210013 – Station Alerting in the 2021/22 fiscal year.

15.2.3 Management of Fire Inspection Program Audit[PDF]
Motion:
That Halifax Regional Council request a staff report from Halifax Regional Fire and Emergency Services that outlines an action plan to address the recommendations within the September 13, 2021 Management of Fire Inspection Program Audit Report, and that this report be complete within 60 days.

15.3 NORTH WEST COMMUNITY COUNCIL
15.3.1 Improvements to Lucasville – Hammonds Plains Intersection

Motion: 
That Halifax Regional Council request a staff report on the intersection of Hammonds Plains and Lucasville roads to include: 

1. recommendations to upgrade the intersection to ease the congestion of both west bound and east bound traffic; 

2. appropriately plan for transit in this intersection; 

3. increase pedestrian safety in this intersection.

15.4.1 Councillor Cuttell – Coastal Shorelines

Motion: 
That Halifax Regional Council direct the Chief Administrative Officer to review and provide a staff report on the Municipality’s policies and regulations regarding access to coastal shorelines as part of the Regional Plan Review, with the goal of protecting existing access points and increasing opportunities for new public access to the coast. This review should consider applicable legislation, include a jurisdictional scan of potential planning tools that could be used, and recommend appropriate municipal regulations.

Motion:

That Halifax Regional Council request a staff report to: 

1. Confirm municipal ownership of the historic Kemptown ROW (Right-of-Way) from Pockwock Road to Clay and Green lakes west of Wright’s Lake; 

2. Outline the necessary steps to: 

a. create a formal trail with trailhead from Pockwock Road to Pockwock Water Falls on the old Kemptown Road; 

b. restrict the bait trapping and OHV (off highway vehicle) activity on this ROW; and, 

c. protect and conserve this historic route for future sustainable person-powered use.
