District 9 has a population of approximately 26,500 people and is made up of a mix of urban and suburban dwellers in the communities of Armdale, Ardmore, Armview, Bayers and Westwood, Chocoloate Lake, Cowie Hill, Flinn Park, Springvale and Fairmount, Jollimore, Kline Heights, Melville Cove, Quinpool, Westmount, and Williams Lake.

A large portion of the district hugs the Northwest Arm, a historic inlet that is part of Halifax Harbour and which defines the Western side of the Halifax peninsula. The Arm is approximately 3.5 km in length and was first called the “Waygwalteech”, translated to “salt water all the way up”, by the Mi’kmaq people who originally occupied the lands surrounding the arm. Today, much of the shoreline of the Northwest Arm is fronted by private residences and several parks and there are many key public access points for the public to enjoy the Arm and all its beauty.

DISTRICT 9 PARTICIPATORY BUDGET 

Each district in the municipality has access to District Capital Funding that can be used to support important community projects throughout the district. These district capital funds must be used for capital projects that will benefit the wider community, must be payable to a non-profit organization or used to support an unbudgeted HRM initiative, and must be for projects under the municipal mandate.

For the 2026-27 District 9 Participatory Budget (PB) process, $80,000 was available for the budget this year. Here are the application details:

  1. Oxford School – ($4,995.58) Purchase of picnic tables from LakeCity Works
     
  2. Ummah Society –  ($15,000) Conversion of underutilized section of the school into a fully accessible, culturally safe outdoor sports and wellness hub designed specifically for Black, Muslim and newcomer youths
     
  3. Halifax Central Junior High - ($3,200) Basketball pad in courtyard
     
  4. West End Baptist Church - ($13,967.94) 100 new chairs and chair dollies
     
  5. Ecology Action Centre – ($8,817) New bike parts and tools for Bike Again programs
     
  6. St. George’s Greek Orthodox Church – ($13,400) Accessible doors (purchase of 4 industrial grade automatic door openers; 2 for church entrances and 2 for Community Hall entrances)
     
  7. Deacon Street and Windcrest Terrace Neighbourhood Placemaking – ($2,100) Refresh community paint project
     
  8. Friends of Havill Park Society – ($5,000) Refresh of lowland park area, 2 picnic benches/shelters, signage and walking path materials

The above applications total $66,480.52. 

Since this amount is less than the $80,000 set aside for the D9 Participatory Budget, there is no need to have a vote to select the winning projects. They are ALL winners!!! Congratulations to all the community groups. We can't wait to see these projects come to life.
