Motion:
Pursuant to the Halifax Regional Municipal Charter section 22 (1) I request that the Budget Committee Grant Councillor Karsten a leave of absence in respect to meetings of Budget Committee effective until January 31, 2020 due to FCM related travel.

Motion:
That Budget Committee direct the Chief Administrative Officer to develop a funding framework for the long-term capital plan that considers the principles and considerations outlined in the staff report dated September 10, 2019 and to return for approval to the Budget Committee for development of the 2021-22 budget.
