Solar City registration

Welcome to the first step of the Halifax Regional Municipality’s Solar City program. Registration will provide you with a unique Solar City project identification number that will be associated with your property. The information you provide below will be used to determine if your property qualifies for financing through the municipality’s voluntary Local Improvement Charge (LIC).  You will be required to input your property assessment number, please have this information available so the review can be completed without delay. An Energy Efficiency Equipment Participant Agreement must be signed by all legal property owners and executed by HRM before the install begins otherwise financing will not be approved.

How the program works
The Solar City program involves a voluntary financing application where the property owner enters into an agreement with the municipality to access funds that offset the capital costs of installing solar energy systems on their property. The municipality places a Local Improvement Charge (LIC) on the property that is separate from your property tax bill. This LIC mechanism is described in detail in the Solar City By-Law S-500. 

The LIC payments are made over a period of 10 years at a fixed interest rate (4.75%) with the option for the property owner to pay the balance in full and subsequently remove the lien at any time without penalty. The LIC obligation is attached to the property, not the owner.  If there is an ownership change in the property for any reason, financing can either be repaid in full at the time of the change or it can be transferred to the new property owner.

Eligibility

You are eligible for the program if the following conditions are met:
  1. All property taxes are paid in full as well as any other fees and charges which are invoiced separately through the tax account, i.e. False Alarms, Unsightly Premises, Curbside Garbage Pickup, Deferred Regional Development Charge, etc.    
  2. Solar Pilot Program (SLC) and/or Local Improvement Charges (LIC) (Road Improvements, Sewer and/or Water Installations) must either be paid in full, or are being paid per the annual billing cycle or other authorized payment plan and are up-to-date.
