Motion:
That Halifax Regional Council, in accordance with section 29 of the Halifax Convention Centre Act, approve the 2020-2021 Events East Business Plan for the Halifax Convention Centre Corporation, submitted October 8, 2020, as set out in Attachment 2 of the staff report dated October 19, 2020.
11.1.2 Proposed Administrative Order SC-99, Respecting Closure of a Portion of St Margarets Bay Road, Halifax - Proposed Surplus Property, Parcel A [PDF]
Motion:
That Halifax Regional Council:
1. Declare the portion of the St Margarets Bay Road right-of-way shown as Parcel A in Attachment “B” of the staff report dated September 30, 2020, surplus to municipal requirements, and categorize it as ‘Extraordinary’, as per Administrative Order 50, Respecting the Disposal of Surplus Real Property; and
2. Direct the Chief Administrative Officer to set a date for a public hearing to consider closing that portion of the St Margarets Bay Road right-of-way shown in Attachment ‘B’ of the staff report dated September 30, 2020 as Parcel A, with notice to be published in a newspaper at least fourteen days prior to the Regional Council meeting.
11.1.3 Revised Contribution – Nova Scotia Nature Trust* [PDF]
Motion:
That Halifax Regional Council modify the key terms and conditions for a contribution agreement with the Nova Scotia Nature Trust, as originally approved by Regional Council on July 21, 2020, to reflect that approximately 559.5 acres will be held in perpetuity for conservation and recreation uses and approximately 15.5 acres, may be the subject of a reconveyance to the adjoining property owner, as identified on Attachment B of the staff report dated November 10, 2020.
11.1.4 Special Grant Request – Greater Burnside Business Association (GBBA) [PDF]

That Halifax Regional Council:
1. Decline the Greater Burnside Business Association special grant request.
2. Direct the Chief Administrative Officer to continue to provide monetary and in-kind (staff time) BID-formation (Business Improvement District formation) support as described in the Discussion section and Attachment 4 of the staff report dated October 23, 2020.

That Halifax Regional Council request a letter be sent from the Mayor by December 9, 2020 in response to Environment and Climate Change Canada’s request for stakeholder feedback on the discussion paper: ‘A proposed integrated management approach to plastic products to prevent waste and pollution’ as outlined in the Discussion section of the staff report dated November 24, 2020.
11.1.6 Award Report RFP-19-060 (Request for Proposal) - Organic Management Infrastructure and Long-Term Operating Contract [PDF]

That Halifax Regional Council:
1. Award RFP 19-060, consisting of interim operations of the Municipality’s existing composting operations at the Dartmouth and Ragged Lake Facilities and a 25-year design-build-own-operate-transfer project delivery model for a new composting facility to be located at the Ragged Lake Facility (61 Evergreen Place, Goodwood) to Harbour City Resources as outlined in the Financial Implications section of the staff report dated November 24, 2020.
2. Direct the Chief Administrative Officer to finalize the project agreement with Harbour City Resources and the Chief Administrative Officer to execute the completed project agreement.
3. Direct the Chief Administrative Officer not to release details about HCR’s (Harbour City Resources) proposal, or the project agreement to be finalized, until execution of the project agreement by the parties.

That Halifax Regional Council direct the Chief Administrative Officer to not participate in the COP26 conference to be held in Glasgow, Scotland in November 2021.
11.1.8 Public Participation Program – Rapid Housing Initiative – 5853 College Street, Halifax [PDF]
Motion:
That Halifax Regional Council direct the Chief Administrative Officer to follow the public participation program, as set out in the discussion section of the staff report dated November 25, 2020, for the consideration of amendments to the applicable municipal planning strategies, including the Regional Municipal Planning Strategy and land-use by-laws, to allow the development of an emergency shelter, shared housing use and multiple unit residential building at 5853 College Street, Halifax.

11.2.1 Amendments to the Design Review Committee’s Terms of Reference - Section 4 of the Downtown Halifax Land Use By-law* [PDF]

That Halifax Regional Council request a staff report respecting amendments to the Design Review Committee’s Terms of Reference in section 4 of the Downtown Halifax Land Use By-law with respect to the length of terms for members and to consider the possibility of automatically renewing terms for a one or two year period.

That Halifax Regional Council requests the pending Rental Bylaw report include options for strong penalties up to and including the maximum statutory amount, and rapid respond to remediate any unit where, in the opinion of the municipality, a landlord has deliberately made a unit uninhabitable and/or non-compliant.
