District 3 is home to over 27,000 residents and made up of the communities of Eastern Passage, Cow Bay, and the suburban communities of Woodlawn, Russell Lake West and Portland Estates in Dartmouth South. Part of the district is also highly industrial and includes important industries including the Autoport, Imperial Oil, Irving Oil, and Ultramar/Valero.
Cow Bay is a traditional farming community and is home to a number of beautiful beaches including Rainbow Haven and Silver Sands, famous for their kayaking. Cow Bay's motto is "Cow Bay - Attracting Visitors Since 1773". In 1959, a large concrete moose statue by Winston Bronnum was constructed and remains a popular landmark today.
The district also encompasses a portion of the Salt Marsh Trail system, known for its well-maintained trails and bird watching.
Eastern Passage is a vibrant suburban community that is home to a thriving fishing industry. It is home to Fisherman’s Cove – a restored, 200 year old fishing village only 20 minutes from downtown Halifax. Situated on the entrance to the Halifax Harbour, Fisherman’s Cove features a picturesque boardwalk, unique shops, and restaurants serving only the freshest seafood.
Eastern Passage is also home to Seaside FM, a community based non-profit easy listening radio station that is much-loved by residents.
Just a short boat ride from Eastern Passage lies McNabs Island – a historically and ecologically significant 980-acre island that is the largest in the Halifax Harbour. The island includes military forts that were established early in Halifax’s history and played a major role in defending the city. Today, the remains of Fort McNab are a designated National Historic Site and the island itself is a provincial park. There are many hiking trails networked across the island, and opportunities to view rare wildlife and native flora.
The district is also home to CFB Shearwater, the centre of naval aviation in Canada. It is the second-oldest military aerodrome in Canada and today is home to the CH-124 Sea King Helicopter and nine helicopter air detachments for international and domestic operations.
District 3 also encompasses the growing residential communities of Woodlawn, Russell Lake West, Portland Estates and South Woodside. These communities enjoy close proximity to several grade schools, commercial shopping areas, and Downtown Dartmouth. The neighborhood of Portland Estates was honoured to receive the Lieutenant Governor’s Community Spirit Award in 2010 for its vibrant, active, and diverse community. These urban areas also enjoy five beautiful lakes including Cranberry, Settle, Morris, Bell and Russell Lake.
