13.1 STAFF
13.1.1 Case 23706: Non-substantive amendments to an existing development agreement for 842 Portland Street, Dartmouth [PDF]
Motion:
That Harbour East-Marine Drive Community Council:
1. Approve, by resolution, the proposed amending development agreement, which shall be substantially of the same form as set out in Attachment A of the November 3, 2021 report; and 
2. Require the amending development agreement be signed by the property owner within 240 days, or any extension thereof granted by Council on request of the property owner, from the date of final approval by Council and any other bodies as necessary, including applicable appeal periods, whichever is later; otherwise this approval will be void and obligations arising hereunder shall be at an end.

13.1.2 Case 22651: Land Use By-Law amendment for lands fronting on Hines Road, Eastern Passage [PDF] (Large Size 10 Mb)
Motion:
That Harbour East-Marine Drive Community Council adopt the amendment to the Land Use By-law for Eastern Passage/Cow Bay, as set out in Attachment A of the December 3, 2021 supplementary report.

Motion:
That Harbour East-Marine Drive Community Council approve the December 2, 2021 In Camera (In Private) minutes as circulated.

15.2 LEGAL ADVICE – Private and Confidential Supplementary Report
A matter pertaining to legal advice eligible for solicitor-client privilege.
Motion:
That Harbour East-Marine Drive Community Council: 
1. Adopt the recommendations as outlined in the private and confidential staff report dated December 10, 2021; and 
2. Direct that the private and confidential staff report dated December 10, 2021 be maintained private and confidential.
