The applicant wishes to enter into a development agreement to allow for five single unit dwellings and one multiple unit dwelling at 189 Kearney Lake Road in Halifax, within the Bedford West 10 Special Planning Area. 

The major aspects of the proposal are as follows:

  • Five multiple unit dwellings
    • One existing
    • Four new
  • One multiple unit dwelling
    • Nine storeys
    • Ninety-eight dwelling units
    • 82 underground and 50 surface parking spaces
  • Driveway access off of Kearney Lake Road
  • A recreational trail loop behind the multiple unit building
  • A multi-use pathway along the eastern side of Kearney Lake Road

The Development Plans (provided below) outline the development proposal in detail, and include information related to proposed buildings, parking, servicing, driveway accesses, and landscaping.

Process

In accordance with the Housing for the Halifax Regional Municipality Act and the Minister of Municipal Affairs and Housing for the Province of Nova Scotia, Penhorn has been designated as a Special Planning Area. In accordance with this new Provincial Act, planning decisions for the area inclusive of changes to policy, zones, or the application of Development Agreements to these lands will no longer be considered via the Public Hearing process and a Council decision. Instead, applications will be seen by the newly established Executive Panel on Housing in the Halifax Regional Municipality and decided upon by the Minister of Municipal Affairs and Housing. Once made, this decision will then be posted to this website.

Status

Currently, this application is at the team review stage of the process where the request is reviewed by internal and external staff including HRM Development Engineering, HRM Land Development & Subdivision, Halifax Water, Parkland Planning, Nova Scotia Power, HRM Environment and Climate Change, Halifax Transit, NS Department of Tourism, Culture & Heritage, NS Department of Public Works, Halifax Regional Centre for Education, HRM Priority Planning, and HRM Solid Waste.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
