Application by Sightline Planning and Approvals, on behalf of the property owner, to rezone lands at 1246 Ketch Harbour Road (PID: 00391169) from P-5 (Special Facility) Zone to R-6 (Rural Residential) Zone and C-2 (General Business) Zone to permit future residential development.
Proposal
The applicant is requesting to rezone lands at 1246 Ketch Harbour Road (PID: 00391169) from P-5 (Special Facility) Zone to C-2 (General Business) Zone and R-6 (Rural Residential) Zone to create 8 new lots. Rezoning from the P-5 zone to the R-6 zone would allow the applicant to construct a two-unit dwelling with a secondary suite and a backyard suite on each of the proposed R-6 lots. The applicant is further requesting to rezone one of the proposed 8 lots from P-5 to C-2 to enable the conversion of an existing structure (previous telecommunications facility) into residential dwelling units and potentially additional commercial space. Please note that the conversation to residential dwelling units, beyond what is permitted in the C-2 zone, would be through a separate planning application process.
Examples of uses permitted in the R-6 zone include but are not limited to single unit dwellings, two unit dwellings, private hunting and fishing camps, shared housing use with 10 or fewer bedrooms in conjunction with a permitted dwelling.
Examples of uses permitted in the C-2 zone include retail stores, grocery stores, service and personal service shops, offices and banks and financial institutions.

The major aspects of the proposal are as follows:
- A request to rezone the proposed Lot 2 from P-5 (Special Facility) Zone to C-2 (General Business) Zone to permit the conversion of an existing structure (old telecommunications facility) into four residential dwelling units plus a commercial space.
- A request to rezone Proposed Lots 1, 3, 4, 5, 6, 7, and 8 from P-5 (Special Facility) Zone to R-6 (Rural Residential) Zone.
The Development Plans (provided below) outline the general areas proposed for subdivision and rezoning.
Process
The application will be considered under the process of a rezoning.
This process includes Public Engagement and a formal Public Hearing where the Halifax and West Community Council will hear from the public and consider the application.
Status
Staff are currently undertaking a preliminary review of the application which will result in feedback for the applicant. Following the completion of the preliminary review and any required changes to the application by the applicant, the application will proceed to the Public Engagement stage of the process.
Documents Submitted for Evaluation
The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office at Duke Tower in Halifax.
