Zzap Consulting Inc., on behalf of the property owner, has applied to amend the Municipal Planning Strategy (MPS) and Land Use By-law (LUB) for Planning District 4 (Prospect) to allow for a light industrial use including a vehicle and machinery maintenance and repair use, an accessory office use, and outdoor storage on lands at 1540 Prospect Road and PID 00656074 in the Residential B Designation, Hatchet Lake by Development Agreement.
Proposal
The property owner proposes to develop a low intensity industrial operation on the subject properties to support the owners’ main trucking and excavation business. The major aspects of the proposal are as follows:
• One new building for vehicle and machinery maintenance and repair and includes an accessory office;
• All maintenance and repair activities are proposed to occur indoors;
• Proposed outdoor storage / lay down area; and
• Access via 1540 Prospect Road.
The Development Plans (provided below) outline the development proposal in detail, and include information related to site layout, landscaping, parking locations, driveway access, and on-site servicing.
Process
The application will be considered under the Municipal Planning Strategy and Development Agreement process.
Status
Thank you to those who attended the Public Information Meeting (PIM) on September 24, 2025, and to those who submitted written comments up to and including October 11, 2025. Please review the public engagement report for a summary of what we heard. To protect the identity of individuals, your comments and concerns for the PIM and the written submissions have been categorized into the themes outlined in the report.
Staff are currently working with the applicant to find ways to address the issues raised by the public. Once the negotiations are complete, a development agreement and staff report will be prepared for submission to Regional Council and the North West Community Council. All updates and notifications about next steps will be posted on this webpage.
