On February 27, 2024, Halifax and West Community Council approved the application to enter into a development agreement to allow 20 single detached homes on a new street at the end of Reginald Court (PID 40074437), Herring Cove.
Request
Application by Upland Urban Planning + Design for a Development Agreement to allow 20 single detached homes on a new street at the end of Reginald Court (PID 40074437), Herring Cove.
Proposal
The applicant wishes to be able to build a street extension to Reginald Court to construct 20 single detached homes on individual lots.
The major details of the proposal are as follows:
• A proposed street extension of Reginald Court ending in a cul-de-sac;
• 20 lots proposed and a road reserve;
• 20 single-family homes proposed on individual lots; and
• 9428 sq/m of proposed natural open space.
The proposed revised plans are provided below under Documents Submitted for Evaluation. The revised Application Rationale and Revised TIS documents linked below both exhibit maps showing 19 residential lots and a parkland dedication lot abutting the road reserve. This proposal was reviewed but it was determined the parkland dedication lands was already provided and cash-in-lieu was requested instead of the parklands in accordance with the Regional Subdivision By-law regulations. The proposed parkland was swapped without altering boundaries or lot area for a residential lot.
Process
The application will be considered under the Development Agreement process.

TAKE NOTICE THAT Halifax and West Community Council did, on Tuesday, February 27, 2024, approve the following:
PLANAPP 2023-00417 - Application by Upland Urban Planning + Design for a Development Agreement to allow 20 single detached homes on a new street at the end of Reginald Court (PID 40074437), Herring Cove.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice on the HRM website, appeal to the Nova Scotia Utility and Review Board (902.424.4448), in accordance with the provisions of the Halifax Regional Municipality Charter.
This notice was posted to this site on February 28, 2024 in accordance with the requirements of the Halifax Regional Municipality Charter.
Documents Submitted for Evaluation
The applicant has submitted plans and studies required by municipal staff to properly evaluate the application.
