Application by Innovation Architects to amend the Planning District 4 Land Use By-law to add self-storage facility as a permitted use within the C-2 zone and to substantively amend the existing Development Agreement for parking and loading requirements for the proposed self-storage facility use.
Proposal
The applicant is requesting to amend the Planning District 4 (Prospect) Land Use By-Law to add a self-storage facility as a permitted use to the C-2 Zone. Currently, this use is not permitted within the C-2 Zone and the existing Development Agreement at 2287 Prospect Road (PID 40545626) restricts the uses on the site to the permitted uses of the C-2 Zone. The applicant would like to include self-storage units in the basement of the existing commercial building located on the site and therefore are also required to substantively amend the existing Development Agreement to consider parking and loading space requirements for the additional use. The major aspects of the proposal are as follows:
• Add self-storage facility as a permitted use to the C-2 Zone;
• Amend the existing Development Agreement to account for parking and loading space requirements considering the self-storage; and
• Entrance to other commercial business to be provided through the main entrance.
Please note that the existing commercial building was approved by Halifax and West Community Council in June 2024 (Municipal Case 19311). Please see Staff Report for background information.
Process
The application will be considered under the Land Use By-law Amendment and Development Agreement process.
Status
Currently, this application is at the team review stage of the process where the request is reviewed by internal and external staff including HRM Development Engineering, HRM Land Development & Subdivision, HRM Environment and Climate Change, and NS Department of Public Works.
