Amendment allowing removal of a portion of lands and non-substantive amendments allowing time extensions to approved development agreement.
Proposal
Julien Boudreau, on behalf of Rosedale Investments Limited, has applied for a substantive amendment and non-substantive amendments to the approved development agreement (2022) allowing a mixed-use development with 9 storey and 11 storey towers atop a shared podium containing below grade parking at Rosedale Drive, Dartmouth. The major aspects of the proposal are as follows:
- Substantive amendment to allow discharge of 15 Floral Avenue (PID 41054339) from approved development agreement. The lot will revert to the underlying HR-1 zone under the Regional Centre Land Use By-law.
- Non-substantive amendments to the approved development agreement in order to extend timelines for commencement and completion of proposal.
The Development Plans (provided below as part of the Development Agreement) outline the development proposal in detail, and include information related to the proposed building, parking locations, driveway access, and landscaping.

The application will be considered under the Non-substantive amendments and Substantive amendments of the Planning Applications Approval Process
Status
The application was presented at Distribution portion of January 16, 2025 Team Review meeting. It was decided the request to discharge or remove the lands at 15 Floral Avenue from the development agreement would return to Team Review meeting following discussion/comments from relevant reviewers.
The non-substantive amendments request to extend the time limits would not return but continue through the planning application process for non-substantive amendments. The next step in that process will be a detailed review of the proposal.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Halifax.
